MAS consults on VCC subsidiary legislation (Framework Part 2)

What changed?

On 30 April 2019, MAS opened a one-month consultation on the proposed subsidiary legislation for the VCC framework. The paper covered the operational rules to be made under the VCC Act, including anti-money laundering and countering the financing of terrorism obligations and licensing-related matters, ahead of the framework's launch.

Why it matters for fund managers

This consultation shaped the regulations and MAS notices that govern day-to-day VCC operations — the machinery a manager actually deals with after incorporation. MAS published its response on 15 January 2020, the day the framework launched.
